Public Identifiers for TEI dtd's and entities

I was trying to install some of the P2 files for use with the free
PSGML editor and SGMLS parser and became frustrated with the kludgey
use of system identifiers for everything.  Has anyone written a
standard set of public identifiers, like

  -//TEI P2//DTD Verse Core Tags//EN

to simplify the installation process?  And furthermore, is there any
plan to register them?  With the recent announcement of P3, I presume
that the DTD and entity files will be available from somewhere -- will
these use public identifiers?

I would be happy to volunteer to convert the sysids to pubids myself,
given the correct information -- it's not that big a job.

I've been trying to convince Lou and Michael to use PUBLIC identifiers
for some time now.  Here are all the ones I have edited into the
version of P2 I use, then have '$TEI_LIB/%T.dtd:$TEI_LIB/%T.ent' in
SGML_PATH.

the move to formal public identifiers for the TEI is a good one.  it would
be even better if you moved to a registered formal public identifier owner.
I hope you know that publishers who have ISBN publisher numbers may use
either their publisher number, the book number of a publication containing
the entity text or a definition thereof, or new book number assigned
specifically to an SGML entity, as their owner identifier.

the International ISBN Agency has agreed that publisher numbers may be
provided to those who wish to register as publishers only for this purpose.
this effectively makes the other owner identifiers redundant, and the whole
big mess about registering owners and documents and whatnot by the GCA or
whatever largely superfluous.

clearly the TEI P3 should be published carrying an ISBN number, and the
sponsoring organizations probably have publisher numbers, as well?

also, the limitations on file names that Henry's example list, although
useful pedagogically, has adopted to work with a particular parser, is a
very bad idea.  better to use the newly adopted catalog approach that also
the SGML Open seem to have adopted, which allows a mapping from meaningful
strings to less meaningful file names.

it seems to become popular to add on the author name or some other clue
deemed useful to the ISBN number, as in "+//ISBN 0-19-853737::Goldfarb...".
while perhaps useful as comments, they have nothing to do in the public
identifier itself.  the :: is intended for sub-division of the object
referred to, as with divisions of a large publishing house.  unfortunately,
this bad habit has been picked up by the biggest collection of bad habits
around: ISO 12083.

Thanks to Henry Thompson for posting his personal set of public
identifiers.  I think that the difficulty with them is that the names
are not very descriptive -- something like

  -//Text Encoding Initiative//DTD teifron2//EN

does not tell much about the DTD fragment.  What about

  -//TEI2//DTD TEI Front Matter//EN

(I think that it is best to distinguish the different TEI versions in
the owner ID rather than in the text.)
