author - birth - death in teiHeader

I'm doing a critical edition of a text. How to put the birth and the death dates of the author in the teiHeader ?

That depends somewhat on whether you really only want the author’s birth and death dates, and only the one time she or he is mentioned as the author in the TEI header. If you really just want that, you could certainly just use <date>:
        <author xml:id="JKO">
          <date type="birth" when="1929-07-28"/>
          <date type="death" when="1994-05-19"/>
          <persName from="1929-07-28" to="1953-09-12">Jacqueline Lee Bouvier</persName>
          <!-- ... -->
        </author>
Although that is a somewhat non-standard thing to do. Much more standard, and much more flexible, is the more “normal” TEI way to do this—a separate <person> entry elsewhere in the document:
  </teiHeader>
  <standOff>
    <listPerson>
      <person xml:id="JKO">
        <birth when="1929-07-28">Southampton, New York, USA</birth>
        <death when="1994-05-19">New York City, New York, USA</death>
        <persName from="1929-07-28" to="1953-09-12">Jacqueline Lee Bouvier</persName>
        <!-- *lots* of other information can go here -->
      </person>
      <!-- entries for other people mentioned in or involved with the text can go here -->
    </listPerson>
    <!--
      list of entries for places, events, etc., including a bibliography; and lots of
      useful stand-off annotations can go here
    -->
  </standOff>
  <text>
and then point to that <person> using the @ref attribute of <author>.
